25 August 2026

The Natural Resources and Environment Committee (NREC) has concluded a series of stakeholder consultations on the Marriage (Amendment) Bill of Bhutan 2026, held from 15 to 20 August 2026 at Sherubtse College, Trongsa College of Heritage and Contemporary Studies (Taktse College), Tsirang Dzongkhag, and the College of Natural Resources (CNR).

The consultations are part of the Committeeโ€™s nationwide engagement with stakeholders in preparation for deliberation on the Bill at the 38th Session of the National Council. The consultations provided an opportunity to gather views and recommendations from students, faculty members, Dzongkhag officials, and members of the public on the proposed amendments.

The Committee held a consultation at Sherubtse College in Kanglung on 15 August, where students and faculty members shared their views on the existing provisions of the Marriage Act 1980 and the proposed amendments. Participants provided observations on the adequacy and clarity of the existing provisions and suggestions for further consideration by the Committee. On 17 August, the Committee held a consultation at Trongsa College of Heritage and Contemporary Studies (Taktse College). Students shared their perspectives on the fairness and relevance of the provisions and the need for the law to remain responsive to the changing needs of Bhutanese society.

The Committee continued its engagement in Tsirang on 19 August with the Dzongkhag Administration and members of the public. The consultation provided community-level perspectives on marriage, divorce, and family-related matters, including practical concerns related to the implementation of the existing law.

On 20 August, the Committee convened a consultation at the College of Natural Resources, where students and faculty members shared their views on provisions relating to marriage, family responsibilities, and related matters. The discussion provided further perspectives on the proposed amendments.

The views, concerns, and recommendations gathered through these consultations will be reviewed by the Committee and incorporated into its report for deliberation at the 38th Session of the National Council.
